Vandaag verschenen: "Study on a community initiative on the cross-border collective management of copyright" van de Europese Commissie. (zie ook het eerder bericht)

De huidige regeling - waarbij een online provider van muziek naar elke afzonderlijke collectieve rechtenorganisatie dient te gaan per land - heeft ten gevolge dat het voor nieuwe online muziek diensten moeilijk is een bedrijf op te starten. Een licentie voor heel Europa - die bij 1 collectieve rechtenorganisatie verkregen zou moeten kunnen worden - zou deze situatie kunnen verbeteren. De studie concludeert:

"entirely new structures for cross- border collective management of copyright are required, and that the most effective model for achieving this is to enable right holders to authorise e collecting society of their choice to manage their works accross the entire EU. This would create a competitive environment for cross-border management of copyright and considerabely enhance right-holders' earning potential"
